Yet, no democratic system can endure for long if the principles of justice, honesty, and the equality of the law for all are gradually eroded within it. It is precisely for this reason that the topic of corruption has long ceased to be an exclusively criminal or political issue. Corruption is, above all, the moral destruction of the state from within.
For many years, I have closely observed how, in various nations worldwide, closed, caste-like systems of political and administrative influence have gradually formed beneath beautiful words about democracy, human rights, and transparency. When power ceases to listen to society, when elites begin to live by a separate set of rules, and when the law becomes a selective instrument, the state inevitably begins to lose its moral resilience.

What is particularly dangerous is that contemporary 21st-century corruption less frequently appears primitive or crude.
