KALTENBRUNNER VERITAS PRESS
OFFICIAL MEMORANDUM
Date: August 7, 2020
Status: Public Release
Subject: Legal Status, Sovereignty of Title, and Global Asset Protection of the Salvaged Masterpiece Collection
Manifesto of Asset Protection, Sovereign Ownership, and Legal Immunity of the Lost Masterpiece
This Memorandum is issued by the Editorial and Legal Board of Kaltenbrunner Veritas Press under the direct authority of the collection owner, Mayer Meir Kaltenbrunner. It serves as an official, irrevocable notice to all state, municipal, law enforcement, and judicial bodies of the Kingdom of Norway, as well as international regulatory institutions and third-party claimants.
1. Legal Status and Sovereignty of Title
The unique academic masterpiece, "Study of a Girl" (c. 1877) by the renowned Russian realist Vasily Surikov, which was rescued from total physical destruction in 1997, constitutes an indivisible part of a private collection. The asset is backed by an unassailable, internationally verified portfolio of legal titles, including:
Official salvage and administrative release documentation from the disposal site;
Certified academic attributions and appraisals by prominent European doctors of art history;
Comprehensive conservation records establishing museum-grade 100% preservation.
The private property rights over this asset are absolute, sacred, and non-negotiable under international property law.
2. Institutional Failure and Notice of State Connivance
The owner’s original intent to donate this masterpiece to a National Museum has been permanently revoked due to a systemic violation of fundamental human rights within Norway.
We formally condemn the gross negligence, administrative failure, and legal nihilism exhibited by the Øvre Eiker Municipality, the Buskerud Regional Police, the National Police Directorate (Politidirektoratet), the Norwegian Bureau for the Investigation of Police Affairs (Spesialenheten), and the Ministry of Justice and Public Security. The forced eviction of the owner from his residence at Stasjonsgata 72, 3300 Hokksund, executed while he was incapacitated by severe illness and undergoing medical treatment abroad, resulted in the uncontrolled plundering of his historical, cultural, and material property under the passive watch of law enforcement. Since 2018, years of formal appeals have yielded zero institutional accountability, entirely shattering the foundation of legal trust.
3. Repository Placement Within Sotheby’s London
To eliminate all asset risks stemming from foreign administrative corruption or negligence, the cultural asset has been completely extracted from continental European jurisdiction.
The masterpiece is currently secured within the high-security depository of Sotheby’s Auction House in London, United Kingdom. The painting is housed under strict museum-grade climate controls and maximum-security vault protocols. Furthermore, the asset is fully covered by a comprehensive international insurance policy issued by top-tier British underwriters (Lloyd's of London), protecting 100% of its historical and market value against any unlawful third-party claims, administrative encumbrances, or hostile actions.
4. Absolute Legal Disclaimer and Enforcement Warning
Any attempt by Norwegian municipal, state, or judicial bodies to enforce claims, impose administrative holds, or manipulate the title of this asset is technically and legally impossible. The asset is entirely fortified.
Any hostile intervention against this private property will be met with immediate, aggressive litigation in the High Court of Justice in London. The legal departments of the holding institution and international insurance syndicates will enforce total protection, hold perpetrators personally liable, and seek maximum punitive and financial damages under United Kingdom and private international law. The masterpiece will remain permanently insulated from regimes that fail to protect human dignity and private property.
